The Houston Livestock Show and Rodeo updates its rules after a chaotic night on March 14 when several fights broke out in the carnival area and forced the event to close early for the day.

Videos of the incidents spread quickly on social media, showing groups scattering as security intervened, creating confusion and panic among families.

In the days that followed, rodeo officials announced an immediate update to the Guest Code of Conduct, with the most noticeable change being stricter dress code meant to keep the event a family-friendly environment.

The updated dress code went into effect on March 16, and it lays out what visitors can and cannot wear while at NRG Park.

The rules now require proper, covered clothing, including shirts and shoes at all times. While ban categories, including extremely revealing outfits, clothing with offensive words, graphics, visible undergarments, and anything tied to gang symbols are prohibited from the event.

Rodeo officials said the change was needed after a growing surge of complaints on certain outfits, especially after the viral fight videos raised broader concerns about safety.

As a result, security staff and patrols have increased, trained to exercise discretion while working with visitors along with preventing future incidents.

Even though the timing made it seem like the dress code was a direct reaction to the fights, officials explained it was actually a chance to finalize a policy that had been in the works.

They noted that both safety issues and clothing concerns were important to address as the rodeo neared its 100-year tradition. Issuing to maintain its reputation as a place for youth programs, scholarship events and community gatherings.

As the season continues, attendees expressed support for the changes. Noting the clear expectations that help ensure the event remains safe, welcoming and enjoyable for the millions who visit each year.
